ok heres my reason for asking, school hard we find out he know vampires are real and th sunnydale is on a hellmouth, becoming he knows buffy didnt kill kendra but still wants her to take the blame for it, choices he thinks that there are dealing drugs now if snyder was aware that it was a hellmouth city why did he asume drugs and not supernatural stuff, last he stands up to demonie mayor and gets eaten doing so! so is he a baddie or a goodie!?

he clearly knows about the hell mouth and vamps but i don't think he realizes quite how over his head it all is

i wouldn't call him a baddie as it would be a bit of a insult to the real baddies but he defo not a gooddie

He's a morally questionable, mean, bigot principal, but I don't think he's a true baddie. If he ever met Angelus or Spike at their worse I think he'd run or flee in terror.
