Initiated due to a JK Rowling quote on the matter: "I've never thought, 'It's time for a post-9/11 Harry Potter book,' no. But what Voldemort does, in many senses, is terrorism, and that was quite clear in my mind before 9/11 happened".
My own view: it undoubtedly is. People like to conflate "terrorism" with religion and whatnot, when in reality it's just the "authorised use of violence and intimidation in the pursuit of political aims".
Death Eater political aims: to instigate a coup, install their own regime, pursue their ideology (in terms of 'blood purity').
Means of doing this: extremely violent acts of murder/torture/control to subjugate the populace, blatant acts of terror (such as the destruction of the Brockdale Bridge, which killed dozens of innocent Muggles) so as to strike fear in society.
Notice how the above comments (sans those Harry Potter-specific ones in brackets) could be just as easily applied to an organisation such as ISIS? Overall, sounds just like terrorism to me.
