definitely snape。I think Minerva is more like a teacher。snape is Half-blood-prince and in the book only he can be a perfect spy and he is a talent in potion and magic。only the other three headmaster together can against him。and he is the only two people （the other one is voldy）that can fly in the book

i picked sirius black not onlt do i think sirius is the strongest, but he risked his freedom, his life to save harry in the order of the phoenix

Severus Snape: his knowledge of the dark arts (both to cause harm and to heal), potions, spell creation at a young age, duelist :P
Sirius Black: he became a animagus at a young age, bloody good duelist, his daring can either give him an edge or be his enemy.
Bellatrix Lestrange: her deadly skill and ruthless in battle...
Minerva McGonagall: Tranfiguration skill and ability, duelist (she survived several stunning spells in the chest!!), Animagus.
Remus Lupin: Werewolf (fur flying lol), awesome teacher, knowledge and brave duelist.

I think as the top powerful wizards/witches...with different varying degrees of skill, power and their ability to kickass!
