1. Garak - #1 no doubt in my mind ; cold blooded killer with strong ethics and is an incredible strategist
2. Quark - bringing humour and intrigues
3. Sisko - close with Kira but efficiency made the cut ; resolve and strategy
4. Kira - fierce opponent but can be too brash
5. Bashir - devotion, humanity & pensivity

Too bad the list wasn't longer or the following character didn't have more exposure because I liked Bareil a lot.
